LandQuest Ventures, LLC was responsible for undertaking environmental preliminary investigation on an existing bridge that crosses the Goats Creek Canal adjacent to the Intracoastal Waterway. LandQuest ecologists evaluated the existing water quality utilizing in situ handheld field measuring equipment, Further evaluations were conducted on potential endangered species impacts potentially stemming from the proposed project. During the assessment, the presence of excessive siltation build up was not observed around either side of the bridge pilings. Water quality overall was considered good to excellent.

Mantee habitat was determined to be very apparent within this canal area surrounding the bridge itself and would require extensive permit coordination. LandQuest noted from a regulatory standpoint, the bridge location was considered federally retained waters (US WOTUS) and would be heavily regulated by the USACE, US Coast Guard, NMFS, NOAA, and USFWS, and that State of Florida regulatory authority would extend from FDEP to FWC. LandQuest noted any work either replacement or repair would likely require extensive regulatory intervention with all of these agencies. LandQuest conducted additional research to find 11 federally endangered species habitats are present including bald eagle, West Indian manatee, and the Guld sturgeon, requiring extensive coordination with NMFS.
